At least 20 people who have received clemency from President Trump so far this year were also forgiven of financial penalties totaling tens of millions.

Some of these offenders owed money to victims of fraud. Now they won't get their money back.

Who watches the watchdogs? That would be the role of CIGIE, a body that oversees inspectors general misconduct.

But the fight to fund CIGIE raises concerns around effective oversight and the Trump admin's attack on ethics norms.

A firm with deep ties to DHS Secretary Kristi Noem reportedly secretly received funding from a $220 million taxpayer-funded DHS ad campaign.
