Lesson learned: I used a passkey to secure my PlayStation Network account. My 4 year old managed to buy 2300 points in some game he plays. Apparently if you use a passkey you can't password protect purchases. Disabled passkey, reset password, setup 2FA, and selected Require password at checkout.
