Depends on the period. And it's a claw-back of significant work done over the last 60 years but nothing about it is new, uncharted territory in Black history. Heck, post-Reconstruction was worse than this on virtually every front. The idea that this is a "new" state for us is... naive.

If I had shot - even less than lethal rounds - at anyone other than an enemy combatant when I was a MP in the US Army, I'd have been court martialed and sent to Fort Leavenworth. It is called rules of engagement. These cops should have the same done to them: be tried in court and sent to prison.
