The prime minister is no fan of environmentalists, the environment or the Greens. His approved amendments to the EPBC Act enable a minister for the environment to delegate decision-making down to ill- equipped states and territories and leave no room for First Nations rights. The amendments allow ministers to override national environmental standards to their "satisfaction" and it will be a devil of a job for environmental advocates to show the federal court that this or any future self-satisfied minister is not satisfied. The minister can give the go-ahead to a project deemed to be in the "national interest" no matter its destructive impact on nature. There is no definition of "the national interest' Protecting the remaining habitat of koalas, greater gliders, swilt parrots, Tasmanian devils, black cockatoos, Gouldian finches or red handfish can be sunk beneath lobbyists' demands that rare earth minerals, water storages (dams), wider highways and expanding cities, coal mines, gas fracking and industrial fish farms are in "the national interest" The provision for "offsets" is farcical. Here is how it works: there are two remnants of a unique woodland habitat: a miner gets the go-ahead to destroy one because it has bought the other as an "offset", if there is no such second habitat, the company can pay the government tax- deductible compensation instead as it destroys the last remnant. No wonder the Business Council and Minerals Council Australia, which are in the tent for these talks, want the amendments through the Senate, with Liberals' support, before Christmas. I find it interesting that people are finally realising the ALP are not progressive but still find it frustrating that they're viewed as centrists.

They are at best centre-right and at worst reactionaries and have been for a very long time.

NEW: I have obtained, under FOI, a secret Department report that initially recommended the Targeted Compliance Framework - aka, the unlawful "mutual obligations" scheme

It reveals that, like Robodebt, they recklessly built this thing to punish "entitled" frauds who never existed
"Other job seekers who fail to meet their requirements are not interested in finding work, either because they have other sources of undeclared income or because they see their payments as an entitlement for which they should not have to do anything in return. For these job seekers, strong penalties are required to send a clear message that those who are unwilling to meet their mutual obligation requirements will not receive income support. Based on these findings, a new compliance system is proposed that will address the weaknesses of the current model and deliver the objectives of this review. This new framework will include: • Greater autonomy and emphasis on personal responsibility for most job seekers. • Better identification of factors impacting job seeker capability before penalties are applied. • Targeting of significantly tougher compliance penalties at job seekers who have demonstrated they are not genuine in meeting their requirements. • Greater simplicity through more consistency in the design and application of compliance rules for different types of failures Recommendation 1: Targeted Compliance Framework The new approach will be based around a targeted compliance framework which consists of two phases – a personal responsibility phase for the majority of job seekers who generally meet their requirements and an intensive compliance phase which will apply strong penalties to persistently non-compliant job seekers. The system will be bolstered by new technologies to assist job seekers in monitoring their requirements, and multiple interventions to identify when factors impacting the job seekers ability to comply or inappropriate requirements may be preventing a genuine job seeker from meeting their requirements."
