The phony "controversy" over this rests on the idea that it was only supposed to apply to former slaves. But that's stupid because the authors of the amendment knew what slaves were and they knew what immigrants were, and could easily have said so if they only meant for it to apply to one group
You could write this. Or you could write: “That notion, which has been the rule in nearly every country in the Western Hemisphere for over a century, is grounded in the language of the 14th Amendment.”

None of us should have to wonder from day to day if some institution is going to help destroy the 14th Amendment, worse when they take swings at it as if they either just heard about Reconstruction yesterday or just don’t care
