If the NIH and NSF is forced into only paying universities a 15% indirect cost rate, then defense and government contractors should also only be paid 15%.
Lockheed Martin, General Dynamics, Boeing, Northrop Grumman, etc… ALL have indirect costs. And they are a lot more than 15%.
