This is not true. Historically the vast majority of ICE arrests were either 1) people already in local/state/federal jails whose “arrest” was more of a custody transfer, or 2) targeted enforcement arrests, where ICE officers are looking to arrest a specific person that popped on their radar.
They never did targeted enforcement. They just got more aggressive and cruel after Nazi Miller's orders.

Yes, a conviction for assault is a deportable offense. The question though is not deportability, it’s what the admin deems to be a “serious offense” and simple battery is a low-level misdemeanor that’s often punished by at most a night or two in the clink.
Not sure I would use “simple battery” to make your point. Typically any violent crime will get you deported. That has been true for decades.
