She was complaining 3 days ago about it and that finally got me to find an option that doesn’t suck. It has really lowered my stress level as I was no longer muttering expletives under my breath while trying to use Safari.

Totally sucks. You can go settings > apps > safari > [change tabs to “bottom” instead of compact] and it reverts to how it was
