Yup. If the President can unilaterally stop Congressional appropriations, then we're past any 'guardrails.' Congress is now an advisory body; it does not control the power of the purse.
my view is that as soon as the administration froze disbursement of congressional appropriations we entered constitutional crisis territory

this is actually a pretty good illustration of the current power situation. it doesn't take any responsibility from Trump to recognize that Musk is 100% driving this train and the White House has approved after the the fact the stuff hes done. the “administrative state” in practice is a lot of very hard working, practically anonymous people doing the thankless work of making this country run and a drug-addled dipshit is slandering them in order to steal our money for himself
not trying to pick on this guy. this just reminded me that the federal government does not provide coffee to workers. to drink coffee at a federal office you generally have to pay into a "coffee club" that is managed by a staffer who volunteers to collect money and purchase a monthly coffee supply.
