What's wild to me is that this comes from City Journal, the main publication of the Manhattan Institute, a quite right-wing think tank.
Which is to say: if these (often horrific) responses are cherry-picked, the group doing the picking has an incentive to make them look as GOOD as possible.

The truly scary thing here is that this family followed vaccination protocol. They were all vaccinated and the mother had the booster. Baby was too young to have gotten the first shot. But she still ended up getting sick and almost dying.
