There's no supremacy clause problem with state bribery laws encompassing payment of bribes to federal officials, and California's statute does, it's not limited to state government bribes. They can and should open a criminal investigation. Not wait for some future DOJ, do a state one right now.

Planned economy fails again. It was clear way back that the City Council’s mandates for affordable housing were going to cause major problems, unfortunately SFH voters dominated the political landscape at that time.
How Seattle created a bizarre situation where government-subsidized housing costs more than market-rate housing, 11% of it sitting empty and providers can't lower rents.
