The primary driver of homelessness is high rents, but high rents are also a problem for housed people who are paying 45% of their income for housing. The market is not going to end all homelessness but building more houses in tight markets to drive down rents certainly prevents some amount of it.

Who has standing to sue them and the detail to prove harm? or standing/sufficient legal precedent to convict them of crimes?
