100%. I think dealing with his stutter on top of that was the final straw, he's clearly all there, just... normal now.
[ASIDE: Biden was not and is not senile, which is not the same as "being healthy enough to be President." His mind was and is still there but he's just operating at Old Person Speed now, and the President can't work at that gear.]
