Americans are very quickly going to need to learn a cardinal rule of low security / low trust societies: intervene en masse and forcefully or learn to not get involved and pretend you don't see it. There is no in between that is effective and doesn't get you charged with a bunch of things or killed.
there was a famous case in hong kong a couple of years ago where plainclothes officers, without id, tried to grab someone in public. a guy (australian I think) intervened. cops refused to identify themselves. guy ended up charged and convicted of a variety of things.
