You could say this a lot easier.

There’s something almost religious, cultlike, about the bizarrely contrived language of the police talking about killing someone. The ritualistic passive voice with indistinct causality just popping up in there like a mantra.

ICE agents in Worcester, Massachusetts arrested a mother outside of her home with her newborn baby and 16 year old daughter.
The 16 year old stood in front of the ICE vehicle holding the baby.
She handed the baby to a neighbor & fled.
