Yep, Doctor Who is exactly where Star Trek was when Enterprise got canceled - the current creative regime is tapped out, and this version of the show has just been around so long that everybody is taking it for granted, especially since it has nothing new to really do or say.
I think the show badly needs a refresh behind the scenes. Davies and his collaborators have been major players on it since 2005, and for a show about regular renewal it just kind of makes it stagnant. (And maybe get some consistent season schedules going again too while you're at it)
Doctor Who lives on! But who will be the new Time Lord – and is it goodbye to Russell T Davies?

Part of what's destroyed any momentum for the show has been the *constant* long breaks. It built itself with consistent yearly seasons for almost ten years, and then the following ten years has just been "Oh, y'know, whenever."

Then nobody knows when the damn thing is on or even that it came out.
