It gonna cost us in fines of 8 - 24 billion because of an ineffective government and no leadership.

It would cost an additional 700 million a year to make all public transport free.

They are literally going to cost us extra money by doing nothing.
Rather than trying to renegotiate fines, we could -- as suggested in the article -- focus on emission reductions.

For example, we are doing far less than we could be on transport emissions.
