“Use the power of the purse …, for ex by removing funds from OMB if indep commissioners, who were unlawfully fired, are not reinstated.”

See this is very sharp, but it's the kind of thing that should populate the budget bill. Any illegal impoundment should result in the immediate elimination of the presidential travel budget, for example.
