When the dismantling at NIH started in earnest I proposed a project just documenting the extramural systems as they stood so that any future effort to rebuild would have something to start with. I took the idea to several different bodies and every one of them shut me down so quickly!
it's so bad. but it also seems to really illustrate that the people well-suited to climb to the tops of existing systems aren't the ones who are best-suited to recognize the need for and conceive of new ones.
