The thing that still gets me about this guy is he's named after an obscure 18th century poet who was famous mostly for dying young. He could just go by T.C. Williams or Tom or something but no he's got to get all English Major in our faces with every byline.

The feds increased health spending in the last decade by a HUGE %, which none of the provinces matched. The feds provided large lump sum top-ups.... which the provinces "lost". The feds offered more money as long as the provinces promised to spend it on health care - the provinces rejected it
