tl;dr of this article: if you can’t get the state governor to agree you must invoke the insurrection act. That “shall” is doing a LOT of work. does it mean must, or does it mean strongly recommend?
The statute that President Trump has invoked - 10 U.S.C. § 12406 - has an important proviso:

“orders for these purposes shall be issued through the governors of the States"

If AARP wasn’t ready for this moment than that’s on their leadership as tonight’s news is not a surprise. Many of us have been seen this coming for a while. They have resources and have comms staff and that they aren’t firing out tonight makes their leaders look unfit for the moment.

Waging a procedural war and an information war will at least delay — and possibly prevent — an actual war. I don't get why Democratic leaders don't see the necessity here.
If Democrats don't have the stomach to actually wage the procedural war that's fully within their power, they must at the very bare minimum wage the information war that's both right in front of them and extremely ripe with targets.

Diving into writing a new kid’s book and have two weeks to deliver the 25,000 manuscript. Is this the right time to experiment with a new writing method? Maybe not, but I’m doing it anyway. A new way of working may give me the momentum I need!
