That is, it might look "piratical" but it's actually both worse and different, and thus is a question of state responsibility or aggression - precisely because it was done by a government vessel acting on orders.

Why do people find this so hard?

It's not fucking piracy! States can't commit piracy, and calling it piracy absolves the US of responsibility and says that the individuals who conducted the strikes were mutineers. It's an atrocity crime and deeply illegal but not fucking piracy. Not everything involving boats and violence is piracy

Academic selfie and PSA: if you zoom in, at the top of my forehead you will see something that looks like a large pimple. It was a squamous cell carcinoma which has now been removed. If you are a white middle-aged Australian, remember to get a skin check!
worth applying to politics as well. when you're criticizing an action people take "taking the better action next time" is only one of the alternatives people will consider, and worth remembering that "not bothering at all" is another.
I think about this a lot.
