A thousand times this! Some fuckers out there, god damn it, seem to keep telling writers to *get to the action pronto*, but it doesn't work if we *don't give a shit about the action*. Get to the *drama* pronto maybe, get to the *tension*, but even there... the tension can be in a static description.
Bonus tip--frenetic action openings nearly always fail because the reader has no grounds for caring about the action. You need to entice the reader into caring about the story. That done, even "will she drink the tea or not" can be high drama, let alone a laser battle.

In light of this excellent thread showing how many submissions barely make it past the first paragraph, permit me to share a bit of advice that I've always found has worked very well for me. Your first line matters less than half as much as you think it does. Your second line matters twice as much.
Authors! Submitting your story to an open call? As someone reading through 400+ submissions for an anthology, some tips:
Opening paragraph/sentence: I can tell within the first few sentences if a story is a 'no.'
'Maybes' turn to 'no's' by the end of the first paragraph. Brutal, but it's true.
