DHS wants to build and start using this facility by mid-May. It expects its wastewater needs to be met by a facility that "is not owned by the City of Social Circle, is not located within the city limits, is in a different county, and does not connect to the City’s utility system or this building"

This is an important point. As yet Andrew has not been arrested for anything involving Giuffre, which is difficult to prove in court. They have him on information in the Epstein files regarding his time as trade envoy, which was well known to be corrupt. They mean to put him in prison.
Also, they've currently got him on the money rather than the sex, sir.
