We really do need LEGITIMATE federally run mental institutions for the mentally/criminally insane. People like this probably don't belong in a cage, but they don't belong in civil society either. But -- how do we create such as system without corruption that isn't abused? That's the problem.

Clarification: This has to do with the strikes on the Venezuelan boats. I wonder if they’re asking for these letters in case the orders they followed there are deemed illegal after the fact. Right now, there seems to be a lot of questions about that.
