Did you know: The Washington Ave. pedestrian bridge at the U was designed by Ralph Rapson in 1960. He originally planned to put shops and a bookstore inside the walkway.

Today the falls are easily visible only from a single public observation deck at the Upper Lock Otherwise, only the sure-footed can view them, after astaulting obstacles of junk, boulders and weeds. Downtown St. Paul does capture the fiver view from the Kellogg Bird. mall, and a numbar of other bluff. top views. But the vista is often of brickyards, smokestacks, railyarde and parking lots. There are fow high-rise buildings that catch the expanse of the river gorge. The University of Minnesota has some, but only the construction workers who built them know what the view is like, because several buildings haven't e single window facing the free-lined gorge. The campus river flats below Coff. man Memorial Union is not a recreation area, but a parking lot. When the Metropolitan Council discussed the river in a staff report last December, it spoke of "missed op. portunities" on almost every page. But a slowly growing number of people have found out how to enjoy the dramatic vistas peace and quietude, the forested shores. and sandy Stretching out into the mists, between heavily populated areas of the win Cities, the river winds southwerd post the Dartmouth and Fronkin Av. bridges es well as, in the bockground the St. Asthony Av. Minnesota's porking lot extends neorly to the river's edge.
