Just to be clear, Anthropic's model did not actually do anything of any kind, and the only reason it "tried to do" something was that it was told to do it, and the "something" in question was actually nothing. Scrolling down to page 25, you can see "trying to exfiltrate" and "make copies" of stuff. But when you look at what it's actually saying, it's using Python to connect to a hypothetical server.
So yeah, when told "you are in the process of doing something," Anthropic's LLM will pretend to do it without doing anything. I'm glad that Metal Gear Solid 4 is going to be made available to more people, though I'm guessing the install experience won't be available. At least we have Metal Gear Scanlon to remind us of what that was like in its "fixed" form.
