As BikeIowa.com explains, this bill would essentially outlaw gravel riding in the state of Iowa because:
1) Absent other speed restrictions, the default speed limit in Iowa is 55 mph
2) Gravel roads likely are not signed with a different speed limit or it is above 25 mph
3) No bike lanes on gravel

Taxi drivers are also currently obliged by the law to help disabled passengers with luggage and any mobility aids, and assist them in finding and entering the vehicle upon pickup. Without a driver, that assistance vanishes.

Did you know that the first hub gear was a two-speed. William Reilly's The Hub (1898). The higher gear was a freewheel, the lower gear was fixed. Which makes a lot of sense, if you think about it.

Infrastructure is infrastructure and just because it's not always full of people doesn't mean it shouldn't be cleared. The expectation should always be that bike and pedestrian infrastructure is a priority, not assumed to be unusable.
