(2) If it’s a constitutional challenge: try to amend the Constitution.

(3) If that fails: rally voters to elect politicians to do (1) and/or (2).

(4) If that also fails: question whether he is wildly popular.

Trump is the least popular president in recorded history at this stage of his term (excepting only himself in his first term), and elected Democrats collectively have reached this point by accommodating him at critical moments.
