My first literary agent was a scam like this. Cost me hundreds of dollars over two years (when I was dirt poor) and only got me on the desks of places I could have submitted to on my own. Real agents are betting on your success, not charging you to access it.

I always drive across town to my in-laws every Christmas and every year it is a surreal experience of empty streets. A huge city absolutely dead at twelve noon.
Today? FILLED with Waymos. Waymos everywhere. Which made it strangely even more surreal. No one on the streets but me and the robots.
