I am not kidding when I say I found the NHS transition guidelines when I was in my early teens (a few years out of S28), saw "2 years living in role," and promptly repressed over and over again for the next <redacted> years because I never believed it was something I could ever make it through.
hrt isnt scary, rle is fuckin scary, thats what kept me in the closet until i was almost 30, they still make people do it some places, like how many trans women heard about informed consent for the first time in the late '10s and went "oh shit for real?" and got on estrogen within weeks or days

In the right hands I think the review could do some good. Unfortunately, NHSE are handing over audit powers to the NROBfCYPGS; multiple members of which have links to SEGM and CAN-SG. The former of which has been designated an anti-trans hate group. I'm sure you can do the maths on what that means.

It's frustrating how Levy correctly identifies so many issues but can't address the obvious solution right in front of it (desegregation) and instead pays Cass-like lip service to areas that will be used to gatekeep *MORE* because the UK *MUST* hold power over the tr*nnies at every turn apparently.
