The US's ability to spend on its own military is largely a function of the dollar being the global reserve currency and the US's consequent ability to borrow like there's no tomorrow to fund it

...and on international sales of US weaponry in US dollars.

Both are becoming less secure bets.
When the USA tells other countries to spend more on their militaries, we shouldn't forget that the US military spends a lot of money on things that have nothing to do with defending the US from foreign enemies.
