The moment someone decides to have one, or not. In theory, the speaker can block anything from coming to a vote, including votes on them, and that has happened in the past. McCarthy had to agree to permit such votes to get the job recently, I don't know what the current rules are.

He had a high security clearance in the Trump administration... and he was caught trying to abuse children. Sickening.

Well, I don't know the answer here, but what I asked under Biden is what would starting to win look like? In that case, I'd say it was progressives getting to pick some posts, and Biden backing them. And that's what happened, and they had a lot of success. So, he's making her need him, that's good.
