Wife and I have lived in what looks like "there" Old Shabby Post WWII houses with tar and gravel roofs. Shady characters accepted here. The wife actually owns that kind of house now (long story). Her parents are up the block. The Poor are Piggy Banks for Municipalities to keep up roads for Crackers

Back when my great-uncle started working there (before WWII), it was under the Department of Labor, since at its heart immigration is much more of an "economic regulation" thing than a "criminal investigation" thing.
