The US government is almost certainly the most prolific drug trafficking organization in world history. It has no interest in curtailing the drug trade as long as it can hold the reins and allocate the profit.
From Wikipedia: Afghanistan has long had a history of opium poppy cultivation and harvest. As of 2021, Afghanistan's harvest produces more than 90% of illicit heroin globally, and more than 95% of the European supply. More land is used for opium in Afghanistan than is used for coca cultivation in Latin America. The country has geen the world's leading illicit drug producer since 2001. The charges of CIA involvement in Contra cocaine trafficking were revived in 1996, when a newspaper series by reporter Gary Webb in the San Jose Mercury News claimed that the trafficking had played an important role in the creation of the crack cocaine drug problem in the United States. Webb's series led to three federal investigations, all of which concluded there was no evidence of a conspiracy by CIA officials or its employees to bring drugs into the United States. The Los Angeles Times, The New York Times, and The Washington Post launched their own investigations and rejected Webb's allegations. However, an internal report issued by the CIA would admit that the agency was at least aware of Contra involvement in drug trafficking, and in some cases dissuaded the DEA and other agencies from investigating the Contra supply networks involved.

Iran had already been Afghanistan's top trading partner but even with attempts to bolster trade, this hasn't helped Iran's economy - which has seen the Rial fall in value and inflation rise increasingly over the last few months.

Protests triggered by Iran’s deepening inflation crisis have entered their fourth consecutive day, spreading from Tehran’s Grand Bazaar to major cities including Isfahan, Shiraz, Mashhad, Hamadan and Qeshm as tens of thousands of Iranians — from shopkeepers and bazaar merchants to university students — take to the streets across multiple provinces. Inflation has surged past 42% nationwide amid a collapsing rial, rapidly rising food and essential goods prices, and widespread economic hardship that even regime-aligned groups have tentatively voiced acknowledgement with. Food prices rose 72% and health and medical items were up 50% from December last year. "We officially recognise the protests … we hear their voices and we know that this originates from natural pressure arising from the pressure on people's livelihoods," President Masoud Pezeshkian said earlier this week.
