Anyone who has ever gotten an NIH review knows that NIH review is extremely rigorous---arguably, rigorous to a fault, because there isn't enough money to fund all the amazing research being done, so you basically have to guarantee it will succeed to get funded. That's not how science should work.

(NIH already generates $2.56 for every $1 spent it spends on research.)
