It’s all three at once! There really isn’t a singular malign intelligence at work, here. It’s rats in a sack working towards a non-sentient figurehead.
Theory 1: Administration botching it badly, but the intent is to cause pain and suffering so people will blame Dems.
Theory 2: Causing pain and suffering to cater to strongest supporters, who like pain and suffering.

I would say a large, if not overwhelming, majority of people in the US are indifferent at worst to trans folks. “Seems weird, not my problem” I would wager is the median position, in as much as there’s even a position.
