Well, you can, but it would basically require careful waves of mass defections to essentially "replace" one of the two existing parties and at that point you might as well directly hijack the party instead.
you cannot create a viable third party without changing the constitution.

to change the constitution, you need control of one of the major political parties, at minimum.

Sorry for the popularist brain but it's a major political problem that Dems are the Party of Federal Workers because, frankly, the rest of the country doesn't view their interests as particularly important.

Yeah, this is what I said on October 3, two days into the shutdown. It was the wrong issue. But once they made it the issue (*successfully*, I might add - hence Republicans hurriedly inventing fake ACA alternatives) they had to stick to it.
