It was only discovered because an officer “reported anomalous activity” on their account.

I am a former COBOL programmer too. Many old systems, many financial systems, still run on COBOL because they work! The DOGE team is using AI to muck with these systems since they don't know the code language. Accountants do audits, not programmers with read/write access. Full alert!
