I don’t think fascist ideas are simply instrumental for gaining power, to be honest. I think they’re the ideas that arise when you give resentful people a permission structure to indulge in whatever beliefs excites them most, without any requirement those ideas cohere together.
If you understand fascism as pretty much any volkish attempt to secure power at the expense of a liberal democracy then it makes sense. The incoherence arises from the fact that every move is just in service to gaining/maintaining power. It's how you get from Mein Kampf to Molotov-Ribbentrop
