Recommended reading. Kubo makes many astute observations. Was privileged to have participated in the preparation & drafting of this resolution. It was not easy & much more would have been welcome. However, an important first step & also many observations made by National Societies were integrated.

12 yrs ago Finland was unaligned & alone responsible for its defence. Even defence estab. said giving up APMs not problematic. Now, after joining NATO & making significant investments in the military, seems odd to contemplate that APMs are what we need to make our deterrence-by-denial model credible
This is a pretty fundamental deal.

It boils down to assessing what makes the Finnish deterrence-by-denial model credible and effective against a very casualty-tolerant adversary.
