Note to the press: with regard to immunity of a head of state/government the situation of Netanyahu and Putin is identical. Neither Russia, nor Israel are parties to the ICC, in both cases the UNSC did not act with regard to the ICC /1

An interesting read on a very topical issue in many respects.
Recommended reading. Kubo makes many astute observations. Was privileged to have participated in the preparation & drafting of this resolution. It was not easy & much more would have been welcome. However, an important first step & also many observations made by National Societies were integrated.

12 yrs ago Finland was unaligned & alone responsible for its defence. Even defence estab. said giving up APMs not problematic. Now, after joining NATO & making significant investments in the military, seems odd to contemplate that APMs are what we need to make our deterrence-by-denial model credible
