Recent ICRC report on Challenges to IHL of contemporary armed conflicts specifically addresses the issue of starvation of civilians as a method of warfare (pp. 45-46). Reminder- deprivation of sustenance need not cause death - it is enough if it causes suffering. www.icrc.org/en/report/20...
