The south was a chattel slave empire until the 1860s and a de facto ethnic authoritarian state for the following century, which is well in living memory. I don't think we need to pretend that that hasn't left a distinctive cultural mark.

What is this person talking about? 3.7% of all federal sexual offenders were convicted of statutory rape. (Compare to 8% for otherwise rape; most convictions are for production of child porn or travel for prohibited sexual conduct.) That's just federally. Probably state 3,000-5,000 convictions/yr

Except no child left behind wasn't the problem. The problem is we haven't been teaching phonics. Bush actually wanted to mandate phonics instruction as part of NCLB but the teachers unions and Democrats fought against it.
