Whenever I talk about mass incarceration, I explicitly make a point to talk about how uniquely bad Wisconsin is on this matter.
Exactly. Today we discussed school segregation and they are always suprised that it’s worse in the North. And lots of empirical work shows worse outcomes on some measures in the North and Midwest.
