This is a really outstanding post. "That’s the point of the compact. .... It is about control. Specifically it is about turning existing federal law, over which the administration has limited control, into terms of a 'deal' that offers the government much more control."
I thought I'd put the administration's proposed "compact" with universities in context, so I wrote the blog post below.

As Paul Weiss, Paramount, anyone who has capitulated to Trump has learned — it never ends. You are giving up your principles and (at least in the case of law firms and universities) reason for existence, and you are getting nothing in return other than letting Trump know you will give in.
This is the statement the Department of Justice in the Trump administration released in regards to the University of Virginia's capitulation to authoritarianism.

A university that signs the “compact” is one that acknowledges its own inability to compete and succeed based talent and merit. It would signal insecurity and mediocrity to current and future students and faculty. Say no. Recruit the best people, protect their freedom and support their hard work.
