He has lost two recounts, and the basis of his objections are simply not grounded in law. In effect, he is asking his co-partisans on the state Supreme Court to make new laws to disenfranchise tens of thousands of citizens in the hope it allows him to join them on the court.
Republicans in North Carolina are trying to overturn an election for a state Supreme Court seat and doing so pretty blatantly.
