Yep, they're also proposing to make it so that you cannot get ESTA without a smartphone. They'll get rid of the functionality on the current website and require you to use ESTA Mobile.

Don't have a smartphone? Well, the answer will apparently be "tough luck, you can't come to the US through ESTA."
