if dog owners of portland are going to treat all dogs-allowed-but-on-leash parks (the default) as off-leash dog parks and we're not going to do any enforcement of the law could we at least have one park per district that is explicitly no-dogs-allowed-ever so human children could safely play there

Taking away our cars can, should, and will be treated as a declaration of war upon rural America.
I find "America isn't really set up for it" to be an annoying rebuttal to any sort of proposal to reduce car dependency. Our leaders used policy to create a system of car dependency and we can sure as hell use policy to undo that. There are absolutely barriers, but do nothing is not a solution.

When I was being lazy as a kid and didn’t want to go get something my mom would retort “what? Are your legs broken?” I think think about that anytime someone suggests limiting private car travel is limit on freedom of movement
You didn't say that in as many words. I admit misinterpreting because I'm toggling to a different "fuck rural America" tab of skeets. However, you are talking about "reducing car dependency", which will inevitably infringe on the right to travel. Congestion pricing on public roads is exactly that.
