Unless you study what happened in Bosnia, it is hard to fathom how horrendous it was and what a scandal it is that the world allowed it to go on as long as it did. Truly one of the most evil moments in the latter half of the 20th century

My general belief with sports gambling is that there are going to be bad actors regardless, and the more legalized activity you have, the easier it is for the bad actors to hide. Yes, monitoring is more robust, but by legalizing it, you have made the job of the monitors harder
I wouldn't say *never.* Monitoring really is better now whether you want to hear it or not, and licensed books don't send someone to break your legs. But it's also an industry talking point and it's being deployed lazily in this case
