This is not a claim about what always or even mostly happens, but a reasonable person can legitimately read it as such.

The middle paragraph should read something like: Children more often missing from classrooms, more disruption due to substitute or missing teachers.
Meanwhile, lived reality, with which I have never seen Mr Veldhoen engage, is elevated and rising levels of secondary infection.

Classrooms half-empty, with substitute teachers or no teachers at all.

Rising levels of disability.

My infantry Bn had a really hard time parsing the gender and sexuality issues of Southern Helmand.
